For that brief startup period, the AC places a sudden demand on the electrical system. Voltage can dip slightly before recovering, and your lights may respond by momentarily becoming dimmer.
Think of it less as the AC “taking electricity away” from the lights and more as the home’s electrical system experiencing a short voltage drop under a sudden heavy load.
